Actually, it looks sorta like an old abandoned mine tipple. There could be railroad tracks under the cantilevered part. If this is/was a tipple, hopper cars would be run underneath to be filled with coal, ore, sand, rock, or whatever. I’ve seen tipples back home that resembled this.

Sorry guys, I’m fairly certain it’s fake. I did a reverse image search and found out it’s for storing fertilizer on a farm. I found a lot of similar buildings with legs on Panaramio tagged with “kin dza dza” (don’t know what it means, looks like it was a Russian movie). There’s a few without legs, but then there’s other pictures of the same building with legs proving that those are photoshops. Theoretically, it’d be possible to engineer the structure to be cantilevered out like that, but it would cost a lot more and be more difficult to build, and there’s no point for a simple farm building. Sorry, I wanted to believe too, I love crazy architecture like that.
