The balls are glow in the dark plastic and sit on top of LED lights inside of the pods. When removed, the balls glow for about 30 minutes, slowly fading to dark. It is made by Boon and is called the Glo Night Light with Portable Balls (cheapest on Amazon: $68.74 – good reviews too).
I wouldn’t want anything that glows in the dark for 30 minutes that close to my kid.
Typically, glow-in-the-dark objects emit alpha wave radiation, and while that can’t penetrate skin directly, constant close contact can have harmful effects.

You’re referring to glow-in-the-dark watch dials used up until the 50′s. The paint contained actual radium back then. That’s not in use anymore.
