Zombies can just walk in the water, they don’t need to breathe.
And if you have read World War Z you will never chance having to swim ever again. After the chapter about the bay in India I pretty much refuse.

Also, in HP6, when Dumbledore takes Harry to the cave, the Inferi in the lake were scary and powerful!
being in a boat exposes you to kraken attacks…also what if the zombie virus infected sea creatures?
This = WIN and a zombie kraken would be terrifying!
In Plants Vs. Zombies, there are zombie dolphins, as well as zombies with snorkel gear and inner tubes. So in a boat, you’re not entirely safe…

At least a boat actually makes sense. And it is possible to have the same idea in two separate places without knowledge of the other. I think that one’s been proven too many times at this point.
