There is one at the Shinkansen station in Kyoto. I haven’t seen one in Tokyo yet, but since Tokyo is HUGE there are probably several of these all over the place.
It’s not so much a screen as a printer. Everything starts at the top and scrolls down. Kinda like an inkjet with an infinitely long sheet of paper moving through it at constant speed. So no, you can’t show movies on it.
THIS is why Japan totally kicked your ‘ass’ in WWII, they’re smarter… – they had atomic weapon knowledge too (like alot of the world), but weren’t stupid enough to use it…

We have the same kind of water printer in some computer shops in France… except that the ‘screen’ height is 3 floors!
I can tell you, it’s a bit noisy and I wouldn’t be a employee working close to the water printer.
