It’s faster because you don’t have to pull any handles, tilt the beer perfectly, not let it foam up, and wait for it to settle. And it fills it perfectly to the amount of oz in the cup without doing anything. Meaning not having to sit their and wait to shut off the valve when it’s done filling.
I would assume that you can put any beer that comes in a keg in it. Meaning if you homebrew and have way too much money to throw into a serving system you could put real beer in it.

Judging by the uniform and the pin on the bottom left, this was at a PGA tour event. They are not allowed to have glass on the greens, I believe.
Glass isn’t allowed at damn near any sporting event. If you go to a baseball or football game you get plastic bottles….Even concerts.
